
Clara Kiesbye studied German and Spanish law (LL.B. / Grado en Derecho) at the Universities of Bayreuth and Seville and completed the First State Examination in Law in 2023, specialising in international law. During her legal clerkship, she gained experience at the Permanent Representation of Germany to the EU and at the Secretariat-General of the European Commission, working with the Coordinator on Combating Antisemitism and Fostering Jewish Life and the Commissioner for Home Affairs and Migration. Since October 2025, she has been a research assistant at the Chair of Public Law, Public International Law and Human Rights (Prof. Dr. Dr. Wiater).
Clara’s research project examines the State duty to protect against business-driven Strategic Lawsuits Against Public Participation (SLAPPs) in Latin America. In the absence of specific anti SLAPP laws in the region, the project draws on the jurisprudence of the Inter-American Court of Human Rights on freedom of expression and corporate interference with public debate. It further adopts a comparative perspective by engaging with existing anti-SLAPP laws, including national measures transposing Directive (EU) 2024/1069 on protecting persons who engage in public participation from manifestly unfounded or abusive court proceedings.
